各地要結(jié)合國民經(jīng)濟和社會發(fā)展五年規(guī)劃、遭壯走5賬城市總體規(guī)劃、遭壯走5賬土地利用總體規(guī)劃等,依據(jù)住房現(xiàn)狀調(diào)查、需求預(yù)測以及在建、在售住房規(guī)模等,立足當?shù)亟?jīng)濟社會發(fā)展和資源、環(huán)境、人口等約束條件,盡快編制住房發(fā)展規(guī)劃和年度計劃,統(tǒng)籌安排中期(五年)和近三年的住房建設(shè)所需用地。
各地要轉(zhuǎn)變公租房保障方式,漢尾實行實物保障與租賃補貼并舉,推進公租房貨幣化。要嚴格執(zhí)行土地利用動態(tài)巡查制度,隨搶督促房地產(chǎn)開發(fā)企業(yè)及時足額繳納土地出讓價款,隨搶并嚴格按照合同約定及時開工、竣工,加快商品住房項目建設(shè)和上市節(jié)奏,盡快形成市場有效供應(yīng)。
加強商品住房項目預(yù)售價格管理,劫搶督促房地產(chǎn)開發(fā)企業(yè)合理定價。各地要根據(jù)商品住房庫存消化周期,千還適時調(diào)整住宅用地供應(yīng)規(guī)模、結(jié)構(gòu)和時序,對消化周期在36個月以上的,應(yīng)停止供地。商品住房庫存量大、要轉(zhuǎn)市場房源充足的三四線城市,棚戶區(qū)改造要以貨幣化安置為主,避免重復(fù)建設(shè)。

鼓勵各地在中央政策框架內(nèi)積極探索、要轉(zhuǎn)出臺有力的政策措施。2017年6月底前,遭壯走5賬地級以上城市、遭壯走5賬地州盟所在地和百萬人口以上的縣(縣級市)應(yīng)編制完成住宅用地供應(yīng)中期(2017-2021年)規(guī)劃和三年(2017-2019年)滾動計劃,并向社會公布。
將新建租賃住房納入住房發(fā)展規(guī)劃,漢尾采用多種方式增加租賃住房用地有效供應(yīng)。鼓勵個人依法出租自有住房,隨搶盤活存量住房資源。
